The primary goal of the National Hurricane Conference is to improve hurricane preparedness, response, recovery and mitigation in order to save lives and property in the United States and the tropical islands of the Caribbean and Pacific. In addition, the conference serves as a national forum for federal, state and local officials to exchange ideas and recommend new policies to improve Emergency Management.

The mission of the Individual Assistance Division is to ensure that individuals and families that have been affected by disasters have access to the full range of FEMA programs in a timely manner and that the best possible level of service is provided to applicants in the administration of these programs. The goals of the conference are to:
advance collaboration with States, Other Federal Agencies, Non- governmental organizations, and local emergency management partners;
share ideas and strategies, identify creative solutions and development requirements for implementation of Individual Assistance programs;
celebrate new innovations, program changes, additional capabilities, and achievements in the delivery and advancement of disaster assistance to individuals and families.
