Kevin currently serves as the Director of Emergency Disaster Services for the Florida Division of The Salvation Army. He started working in emergency management with The Salvation Army in 1996 with a brief service as National Disaster Specialist with Feeding America from 2005-2008.

Kevin has served in numerous leadership positions with National Voluntary Organizations Active in Disasters (NVOAD). He represents the NVOAD in multiple committees, task forces and working groups within Department of Homeland Security.

Kevin is a Certified Emergency Manager, with notable disaster deployments and leadership roles beginning in response to the 1996 Value Jet crash, highlighted with the establishment of the overall feeding program at Ground Zero in New York City and support provided to the operations at the Pentagon with two 48ft Field Kitchens from the Florida Division of The Salvation Army. In 2004 following the unprecedented hurricane landfalls, Kevin served as the Area Commander for all Salvation Army disaster relief in Florida. Kevin coordinated the immediate response to Hurricane Katrina in Biloxi, Mississippi and supported recovery operations for the Gulf Coast as an employee of Feeding America. In January 2010, Kevin flew to Port Au Prince where he led The Salvation Army’s US Domestic Response efforts in establishing a connection with International NGO’s and Governmental agencies. 

Kevin’s goals are to encourage volunteerism, develop localized trained disaster emergency response teams, and promote community preparedness starting with family/individual response planning. His International response and training include the Caribbean Territories including Barbados, Jamaica and Haiti.  In 2011, Kevin presented at the International Disaster and Emergency Resilience "Building Community Resilience in Developing World Economies"

Dulcinea Cuellar is the public relations director/ public information officer for The Salvation Army of Florida. She has worked for The Salvation Army since July 2005. Her disaster experience includes several state-wide wild fires, storms and several local issues.

She has extensive knowledge in public information officer work and has attended several public information officer training both on the federal and state levels. Dulcinea's favorite part of her job is interacting with media to try and showcase how The Salvation Army is working in a community.

Dulcinea is bilingual and often helps Spanish-speaking media find appropriate people to speak with. Dulcinea began working for The Salvation Army after being a newspaper reporter for the Tampa Tribune and several daily newspapers in Texas.

She is a graduate of Texas A&M University in College Station where she received a Bachelors of Arts degree in English literature. She is a Texas native who loves Florida.

Kathy began with The Salvation Army in February of 2010. She was promoted to State Liaison in March of 2011. Kathy is responsible for maintaining the relationships between The Salvation Army Florida Division and The Florida State and County Emergency Management as well as the coordination of The Salvation Army's National Disaster Training Program. Kathy also represents The Salvation Army at the State of Florida Emergency Operations Center when activated. Kathy has served in numerous disasters from the 2011 Alabama and Mississippi Tornadoes as the Finance and Administration Chief for The Salvation Army in Jackson, MS, as well as the Liaison Officer for Hurricane Issac. Most recently Kathy was deployed to Oklahoma City where she supported the Salvation Army’s response for the tornadoes that struck in May 2013. Kathy also served at the National Salvation Army Liaison to FEMA at the National Response Coordination Center (NRCC) in Washington D.C. for Hurricane Irene. Kathy represents The Salvation Army with the Florida VOAD, and currently holds the position of Secretary. She is committed to developing local teams across Florida and facilitating effective partnerships with State, Local and Tribal emergency managers and private sector partners.
